I am hereby responding to your question with regard to the Eruv in Crown Heights

You should surely know that even though certain local rabbis from Crown Heights asked to take upon myself to be the certifying rabbi of the Eruv, claiming that it would be a big Mitzvah to do so, and to save many from desecrating the Shabbos, that they see each week. Nevertheless I responded in the negative since the concept of an Eruv is to increase peace as explained by our sages. And it is my path not to be involved in an Eruv that is involved in strife. Additionally, since there is one unique and distinguished Beis Din in the City that was elected by the majority of its residents and they are G-d fearing righteous and accomplished individuals who establish our faith in its proper status. it is their Mitzvah to be involved in this matter. And if there is some failing it is on their shoulders and the matter is dependent on them and not on individual rabbis, certainly not on one who comes from another city. Also in the differing opinions as to the Rebbe’s — the “Master of the Place”’s opinion in this matter, and certainly I can not make a determination in such matters and it is not my place to do so.
Therefore the following should be known to all who seek truth:
1) That I did not build the new Eruv in Crown Heights and I am also not the certifying rabbi of this Eruv – and all the more so since I am not capable of building such an Eruv. (And I also told the rabbis from Crown Heights that desired the Eruv that they would need to the “door frames” from building to building in such a fashion that the closed portion would be majority with actual door frames. And only in this manner would the closed portion be the majority by using the surrounding buildings as explained in the Chazon Ish, and only then would it be Kosher according to the Alter Rebbe’s Shulchan Aruch – and they did not do so.)
2) And if someone should come and claim otherwise, show him this letter.
3) And even if they do have a certifying Rabbi, no Chabad chasid is permitted to carry in such an Eruv, since it is contrary to the acceptance of the community.

And whoever will come and say that I am the certifying rabbi of this Eruv is mistaken and when there will be an agreement between the parties and both will return to me and they will wish to hear my opinion I will be happy to assist with Halacha and advice how to establish this Eruv in accordance with the Alter Rebbe’s Shulchan Aruch.

And the way of the righteous is like a pure light that gets brighter until it reaches daylight.

And I conclude with the blessing that the One who owns peace should place upon us blessing and peace. From the right and from the left there should be peace upon Israel, May the Merciful One bless His people with peace. And may they merit to see children and grandchildren occupied with Torah and Mitzvot, Peace upon Israel.
